This review sets out our family’s experience involving Andreea Kelbezan of Andreea’s Abode during a visit to Linford End, Harlow, in December 2025.
In our view, Andreea Kelbezan played a significant role in one of the most concerning incidents during the tenancy. The tenant was Ukrainian, had limited English, and was dealing with long-running damp and mould problems at the property. In that context, anyone entering the home and presenting themselves as connected to official council involvement needed to act with absolute honesty, clarity and professionalism.
That was not our experience.
Background: long-running damp and mould at Linford End
The tenant had been dealing with damp and mould issues at Linford End for a prolonged period. This was not a short-term issue caused by one radiator problem or one brief heating fault. In our experience, the problems had existed for years and had been repeatedly raised.
The tenant tried to manage the issue by cleaning mould, ventilating, using heating where possible, and following the advice given. Despite this, the problems continued.
The landlord’s position appeared to focus heavily on condensation and tenant behaviour. We did not accept that explanation as sufficient, particularly given how long the issue had been ongoing.
This background matters because the December 2025 visit involving Andreea Kelbezan took place in the middle of an already serious and stressful housing situation.
December 2025: the visit involving Andreea Kelbezan
In December 2025, the landlord, Bernard Baidoo, attended the property with Andreea Kelbezan of Andreea’s Abode.
This was not presented to the tenant as an ordinary cleaning visit, casual visit, or informal landlord inspection. Bernard Baidoo stated that Andreea Kelbezan was from Harlow Council Health & Safety. We hold evidence of this, including text messages and phone call evidence.
During the visit, Andreea Kelbezan also claimed that she was from Harlow Council.
That is the central issue.
From the tenant’s perspective, this gave the impression that an official council representative or council health and safety officer had attended the property to assess the damp and mould situation.
We later understood that Andreea Kelbezan was not a Harlow Council Environmental Health Officer. She was connected to Andreea’s Abode, not Harlow Council’s Environmental Health team.
In our view, that is outrageous conduct for someone entering a tenant’s home, especially where the tenant has limited English and is relying on others to understand what is happening.
Why this was so serious
When someone attends a tenant’s home in connection with damp, mould, housing conditions, or health and safety, the tenant needs to know exactly who they are and what authority they have.
There is a major difference between:
- a council Environmental Health Officer;
- a landlord’s contractor;
- a cleaner;
- a private business owner;
- someone offering informal advice;
- and someone acting in an official capacity.
Those roles are not interchangeable.
If a person is not from Harlow Council, they should not claim to be from Harlow Council. If a person is attending on behalf of the landlord or as a private business, that should be made completely clear.
In this case, the tenant was placed in a confusing and intimidating position. She was dealing with a serious housing condition problem, she had limited English, and she was being told or led to believe that Andreea Kelbezan was part of official Harlow Council / Health & Safety involvement.
That should never have happened.
Advice given during the visit
During the visit, the issue was again treated as condensation and lifestyle-related.
The advice included ventilation-related points and, as we understood it, advice about keeping windows open even during cold winter conditions. This was extremely concerning given the time of year and the wider situation at the property.
The tenant was not simply refusing to ventilate or clean. She had been trying to manage the damp and mould for a long time. The underlying problems had been ongoing for years.
Reducing a prolonged damp and mould issue to tenant behaviour, ventilation, or lifestyle was not acceptable to us.
When the advice and the status of the visit were challenged, the situation became uncomfortable and confusing. We hold a recording of the latter part of that meeting.
Andreea’s Abode and trust in people’s homes
People who provide services in private homes must be trusted. Whether someone is cleaning, inspecting, advising, or attending with a landlord, they are entering a person’s private living space.
That requires honesty, professionalism, and clear communication.
In our view, Andreea Kelbezan’s conduct during this incident fell far below what should be expected from someone entering a tenant’s home.
The issue is not simply that we disagreed with her advice. The issue is that she claimed to be from Harlow Council during a visit connected to damp, mould and housing conditions, when she was not the real Environmental Health officer responsible for the case.
For a vulnerable tenant with limited English, that distinction matters enormously.
Real Environmental Health involvement came later
After this incident, we contacted the real Harlow Council Environmental Health team because we no longer had confidence in what had been presented by the landlord and Andreea Kelbezan.
A real Harlow Council Environmental Health Officer later visited the property in January 2026.
Harlow Council later confirmed that the January inspection identified Category 2 hazards relating to:
- damp and mould;
- excess cold;
- personal hygiene.
That later confirmation is important because it shows the concerns were not imaginary or exaggerated. There were hazards at the property.
In our view, the December 2025 visit involving Andreea Kelbezan had the effect of delaying, confusing, or undermining proper understanding of the situation.
Our view of Andreea Kelbezan / Andreea’s Abode
Based on our family’s experience, we would not recommend Andreea Kelbezan or Andreea’s Abode.
The central reason is simple: during a visit to a vulnerable tenant’s home, connected to serious damp and mould concerns, Andreea Kelbezan claimed to be from Harlow Council. We hold evidence connected to this incident, including text messages, phone call evidence, and a recording of the latter part of the meeting.
In our view, that conduct was unacceptable.
Someone entering people’s homes must be clear about who they are, who they work for, and what authority they do or do not have. That is especially important where the person in the home has limited English, is dealing with a stressful housing situation, and may reasonably rely on what they are being told.
This was not a harmless misunderstanding from our perspective. It affected trust, caused confusion, and formed part of a wider situation that left the tenant distressed and uncertain.

This review is based on our direct experience, correspondence, text messages, phone call evidence, and a recording relating to the December 2025 visit.
The wider housing matter is also being pursued through records requests and complaint escalation relating to Harlow Council’s handling of the Environmental Health case.
